Enacted on December 27, 2020, the Trademark Modernization Act of 2020 (TMA), made significant changes to federal trademark law. To implement the TMA, the US Patent and Trademark Office has proposed and will be adopting new rules to take effect by December of 2021. In this webinar, Royer Cooper Cohen Braunfeld partner and former TPAC member Donna Tobin will address these significant rule changes and provide the information you need to know for when the rule changes go into effect. She will discuss topics such as:
- New procedures for expungement and reexamination
- Variable Office Action response deadlines
- Requirements and process for letters of protest
- Other changes to trademark practice

Donna Tobin, Partner at Royer Cooper Cohen Braunfeld
Donna Tobin regularly counsels clients of all sizes in a variety of industries on business and litigation strategy relating to intellectual property. Donna advises on complex areas of trademark and related laws, including in the areas of geographical indications, trade dress and designs. She advises clients on international as well as domestic filing strategies, provides trademark search and clearance opinions, effectively counsels on trademark portfolio management and monetization, and handles oppositions and cancellations before the Trademark Trial and Appeal Board. She also has extensive intellectual property licensing experience. Ms. Tobin is an experienced IP litigator, helping her clients enforce their rights and defend against infringement allegations. In January 2018, Donna was appointed for a three year term to the Trademark Public Advisory Committee (TPAC) of the U.S. Patent and Trademark Office, which advises the Under Secretary of Commerce for Intellectual Property regarding the trademark operations and policy of the U.S. Trademark Office.
Julie Latsko, Senior Associate at Royer Cooper Cohen Braunfeld LLC
Julie Latsko is an attorney with Royer Cooper Cohen Braunfeld LLC in Philadelphia. She focuses her practice on intellectual property litigation and counseling, as well as complex commercial disputes. Julie has represented clients across many industries, including technology, health care and life sciences, fashion and design, finance, hospitality, food and beverage, and cannabis. She will be serving as a member of the International Trademark Association (INTA) Academic Committee for the 2022 – 2023 term. She received her J.D. from Vanderbilt University Law School.
